چکیده
Background: Earthquakes can affect health system performance by damaging health infrastructure, disrupting resource supplies, and suddenly increasing demand for health services. This study aimed to identify challenges and requirements related to health facilities and resources following the 21 November 2017 Kermanshah earthquake in western Iran. Method: A scoping review was conducted using PubMed, Scopus, and Web of Science. Studies published from 2017 to 2026 were considered. Eligible studies addressed the Kermanshah earthquake and examined health facilities or health-related resources, including healthcare infrastructure, human resources, medical equipment, or health services. Studies were excluded if they focused exclusively on engineering, geological, or structural aspects without addressing health facilities or health services, were duplicates, or lacked sufficient methodological information. After screening by two researchers and resolving disagreements with a third researcher, 13 studies were included from 1,045 initially identified records. Finding: The findings were grouped into three areas: health facilities and infrastructure (including damage to medical centers, disruptions to water and electricity supplies, inadequate infrastructure, and the deployment of field hospitals); human resources and equipment (including shortages of specialized personnel, insufficient training, and challenges in securing staff, medicines, and equipment); and health resource management and allocation (including poor inter-organizational coordination, crisis scene management, supply chain monitoring, and the absence of appropriate management structures). Conclusion: Strengthening infrastructure, preparedness, workforce capacity, supply chains, and integrated resource management may support continuity of health services after disasters.
