Access to Health Services for the Elderly in Iran: An Emphasis on the Consequences of Health Policies and International Experiences - A Policy Brief

چکیده :

Executive Summary Introduction Given the trend of population aging in Iran and the mounting pressure on the healthcare system, it has become essential to review policies concerning the health and well-being of the elderly. Focusing on innovative service delivery models and policy approaches can enable the healthcare system to respond more effectively to the needs of the aging population. Methods This study examined the key dimensions required to reform and strengthen policies regarding elderly health and well-being by integrating domestic data, statistically evaluating the "Health Transformation Plan," and comparing elderly health policies with successful global experiences and strategies. Findings The results identified five key policy areas: institutional coherence, expanding home-based care, promoting health equity, data-driven analysis and use, and strengthening public participation. Statistical analyses revealed that while the Health Transformation Plan largely improved initial access to services, structural reforms and stronger continuous care models are needed to reduce the burden of healthcare utilization for chronic diseases among the elderly. Conclusion Experiences from Iran and other countries demonstrate that an effective response to population aging requires health policies that are multidimensional, coherent, monitorable, and data-driven. Without structural reforms, increased participation, and sustainable financial support, the country's healthcare system will be unable to meet the future needs of the aging population.
